again. pie the way, the a's in detroit will see temperatures in the 60s and the a's are taking on the tires, then going on to the yankees and then the rangers. tough road trip for the a's. the giants magic number 8 to win the nl west. lots of low clouds pushed by a strong sea breeze. southwest winds up to 22 miles per hour into solano county so you'll find the low clouds all the way 580 into oakland and hayward this morning. we have high pressure off to the north. 80s and 90s seattle and portland. the bay area, though, it's the sea breeze turning quite strong. instead of the yuf shore winds we typically see, normally the peninsula and coast sees the warmest temperatures of the year but this is the opposite. we've got onshore winds and the ocean air conditioning so temperatures will be quite cool today. lots of low clouds inland. patchy low clouds on the coast and those low clouds come sweeping back in as we head towards tonight into tomorrow morning. temperatures around the bay area, low 70s around san jose. closer to 80 to the south. 80 near danville, but 70s into dublin and castro v

first phone call. a democrat caller in detroit, michigan. caller: we are 2.3 in gross national product and we have a 5.1 g.d.p. growth rate. since 1975, which was the last year that we had a trade surplus -- policies through the w.t.o., nafta, most favored trading status and oil exploration. i heard that 50,000 plants are lost to foreign competition. the question is how come no one noticed when it was 3,000? guest: those are two good and interesting points for debate. the first relates to the sovreignty issue, how does w.t.o. affect sovreignty and second of all the trade deficit. on the sovreignty issue, opponents argue that sovereign decisions by countries can be affected but the point i made earlier which is whatever the w.t.o. does and member country in terms of arbitration saying you are breaking the rules, a member country can say i choose not to. they can always choose not to, which is an important point to make. on the trade deficit, there is an issue that the u.s. has seen its trade increase and deficits increase with china since they joined in 2001. this is cause for some conc
